About Lisa
Lisa Coe founded Coe Consultants with a clear mission: to deliver independent, expert solutions that directly advance the readiness of America’s Warfighter through superior modeling, simulation, and training capabilities. As CEO, she sets the strategic vision, oversees all client engagements, and remains personally involved in the firm’s most critical pursuits and programs.
A seasoned defense-industry executive with over two decades of proven success, Lisa has repeatedly built and led high-impact business-development and sales organizations in the military modeling and simulation sector. As former Vice President of North American Sales for a major simulation and training technology company, she consistently surpassed aggressive revenue targets, developed top-tier sales teams, and established enduring relationships with key DoD program offices, prime contractors, and industry partners.
Lisa served as President of the Central Florida Navy League from 2021–2023, where she significantly expanded community support for the Navy, Marine Corps, Coast Guard, and Merchant Marine while strengthening ties between the region’s defense industry and the sea services.
Under Lisa’s leadership, Coe Consultants has earned a reputation for technical excellence, unwavering integrity, and an unrelenting focus on client and mission success. Her blend of strategic foresight, operational intensity, and genuine commitment to both people and purpose continues to drive the firm’s growth and impact across the MS&T landscape.
About Rob
Rob Matthews served the U.S. Navy as both a sailor and civilian and the imprint he has had on the modeling, simulation and training (MS&T) landscape is as extensive as it is varied. His lasting contributions span not only a variety of disparate Navy training projects across all Navy warfare branches (Aviation, Surface, Sub-surface, and Personnel), but also a variety of Navy and DoD MS&T infrastructure initiatives. Rob was recognized by his peers in 2016 with the Governor’s Award for Lifetime Achievement in Modeling & Simulation.
About Brian
Brian Hicks joined The Coe Group, LLC in February 2024 as a Senior Strategic Advisor after 44 years of public service. His breadth and depth of experience covering all aspects of Naval Aviation Training Systems development, acquisition and sustainment is as comprehensive as it is impressive.
Brian enlisted in the US Navy in 1978, designated as an Aviation Fire Control Technician (AQ) serving as a radar (weapons control and release) technician in both F-4J and F 14A aircraft with numerous deployments to the Mediterranean Sea and Indian Ocean and as an Instructor (NEC 9502). After receiving his commission through the Enlisted Commissioning Program (ECP) in 1987, he served multiple tours in F/A-18A aircraft attached to VFA-151, Carrier Air Wing 5 aboard USS Midway (CV-41) homeported in Yokosuka, Japan, and deployed in support of Desert Shield and Desert Storm from August 1990 – February 1991. His various tours of duty included: TRAWING 4 Training Officer; Political/Military Officer to the Commanding General, Multi-National Force (MNF) Haiti; Requirements Officer; NAVAIR PMA 205/265 Integrated Product Team Lead (IPTL), capping a 22-year active duty career in May 2001 as the F/A-18 Military IPTL.
Brian continued his public service as a civil servant with Naval Air Warfare Center Training Systems Division (NAWCTSD), Orlando, Florida, serving as F/A-18A-D Training Systems Program Manager; Naval Aviation Simulation Master Plan (NASMP) Live-Virtual-Constructive Program Manager; Program Director, Cross-Warfare Programs (PDX); Program Director, Aviation Programs (PDA); and Director of Acquisition Management overseeing all aspects of program management leadership and direction for over 180 government Program Managers upon his retirement in January 2024.
Brian was recognized with the prestigious Admiral Luis DeFlorez Award for exceptional contributions to the DoD and the Navy Modeling, Simulation and Training (MS&T) ecosystem, received two Meritorious Civilian Service awards and is a Defense Acquisition Workforce Improvement Act (DAWIA) certified Level III (Master) Program Manager, a member of the Defense Acquisition Corps (DAC) and certified as a Program Management Institute (PMI) Program Management Professional (PMP). Active Top Secret Sensitive Compartmented Information (TS/SCI) security clearance.

Berkley Terry joined Coe Consultants in 2021 and rapidly established herself as a cornerstone of the firm’s expanding business-development and client-success efforts. She leads opportunity identification, and partnership development across the modeling, simulation, and training ecosystem, with particular emphasis on small-business teaming, and new-market penetration for defense clients.
A proven relationship builder, Berkley translates complex technical solutions into compelling value propositions that resonate with program offices, prime contractors, and industry executives alike. Her proactive pipeline management, competitive positioning, have directly supported multiple successful pursuits.
Berkley currently serves as Executive Vice President of the Central Florida Navy League, where she strengthens community support for the Navy, Marine Corps, Coast Guard, and Merchant Marine. This leadership role amplifies her extensive network within the defense community and reinforces Coe Consultants’ reputation as a mission-focused, veteran-friendly partner.

About Tony
Tony Delicati is a native of northeastern Pennsylvania and graduate of the University of Scranton with a B.S. in Production and Operations Management (1991) and Florida Institute of Technology with a M.S. in Acquisition and Contracts Management (2002). Warfighter-driven and results-oriented, a catalyst of team success in various positions including Director of Contracting at multiple Navy and Army acquisition commands for more than three decades, Tonys currently serving in a strategic advisement capacity relating to client business opportunities analysis, pursuit and capture, and program execution including customer interface, collaborative problem resolution, client delivery of supplies and services, and partnership building. As a practitioner, mentor and leader in the field of acquisition and contracting, including both FAR-based and Other Transaction Agreements contracts, Tony has established an in-depth knowledge that is critical to client decision making and success.
